Illegal to use collected rainwater in Utah?

Should anything surprise me anymore? In Utah, it might be technically illegal to drink falling raindrops or allow rain to fall on your lawn, garden or field of crops because you don’t own the water rights. Or maybe it’s only if you first store that rainwater? Do the details really matter when it’s this level of spectacular stupidity? Yes, It appears that government has even claimed rain as it’s property now. Bow down and pray to the god of government that it may be merciful and give you rain.
